If I could chime in, I've owned a few 190E's now with fluttering, working and non-working fuel gauges. In every single case I was able to simply remove the gauge cluster and reseat the fuel gauge solenoid. This takes about 30 mins and requires no parts. This solved the problem and I've never had the issue come back.
